Performance Excellence Program

MIPEx has four tiers of applications:

Tier 4 is the Michigan Performance Excellence Award, a full (50 page) application that describes how an organization is meeting the multiple questions of the Criteria for Performance Excellence.  The Organizational Profile is required as well.  Recipients are evaluated by a team of Examiners and recognized for their performance after a comprehensive site visit and selection by an independent Panel of Judges.  The top level is analogous to the Baldrige National Quality Award; becoming a MI PEA recipient puts an organization on the path to the national award. Submit an  MIPEx Intent to Apply Form 60 days before the MIPEx Application Form, which are accepted four times a year:

Tier 3 is a 35 page application written to the overall questions of the Criteria for Performance Excellence along with the Organizational Profile.  The overall level are the questions contained in the Baldrige Excellence Builder.  Organizations are recognized at this level for sustained commitment to improvement.  Applications at this level are accepted any time.   Click here for the MIPEx Tier 3 Application Form.  

Tier 2 is an abbreviated (20 page) application written to the basic questions of the Criteria for Performance Excellence along with the Organizational Profile.   Organizations are recognized at this level for committing to the continuous improvement journey. Applications at this level are accepted any time.  Click here for the MIPEx Tier 2 Application   

Tier 1 is the starting point, a 5 page Organizational Profile.  Organizations are recognized at this level for beginning the continuous improvement journey. Applications at this level are accepted any time.  Click here for the MIPEx Tier 1 Application.  

For all levels, a team of trained volunteers evaluate the application and identify strengths and opportunities for improvement.  Organizations receive written feedback that will lead the organization to the next level of performance.

All evaluation services are provided by dedicated volunteers who want to help improve Michigan organizations.  MIPEx would not exist without these volunteers.

And five levels of Recognition:

MIPEx has five levels of recognition. This system encourages and recognizes Michigan organizations in their journey toward performance excellence.

Michigan Performance Excellence Award

This is the highest level of recognition for organizations that have demonstrated, through practices and superior results, the highest level of excellence.  Recipients of this level are eligible to apply to the national Baldrige award program.

  • Organizations recognized at this level typically demonstrate effective, systematic, well-deployed approaches responsive to at least the overall questions of Criteria Items.  The organization demonstrates fact-based, systematic evaluation and improvement processes and organizational learning, including innovation, which results in improving the effectiveness and efficiency of key processes.
  • Results address some key customer/stakeholder, market, and process questions, and they demonstrate areas of strength against relevant comparisons.  There are no patterns of adverse trends or poor performance in areas of importance to the overall Criteria questions and the accomplishment of the organization’s mission.
  • The organization’s combined scoring band is 8 and above.

 

Pursuit of Excellence (formerly Honor Roll)

  • Organizations recognized at this level typically demonstrate effective, systematic approaches responsive to the overall questions of the Criteria, but deployment may vary in some areas or work units. Key processes benefit from fact-based evaluation and improvement, and approaches are being aligned with overall organizational needs. The organization has at least one Category that is considered role model.
  • Results address areas of importance to the organization’s mission, with good performance being achieved.  Comparative and trend data are available for some important results, and some beneficial trends are evident. 
  • The organization’s combined scoring band is 7 and above.

 

Journey to Excellence for Application Tiers 3 – 4

  • Organizations recognized at this level typically demonstrate effective, systematic approaches responsive to the basic questions of most Criteria Items, although there are still areas or work units in the early stages of deployment.  Key processes are beginning to be systematically evaluated and improved.
  • Results address areas of importance to the basic Criteria questions and accomplishment of the organization’s mission, with good performance being achieved.  Comparative and trend data are available for some of these important results areas, and some beneficial trends are evident.
  • The organization’s combined scoring band is 6 and above.​

Commitment to Excellence  for Application Tiers 2 – 4

  • Organizations recognized at this level typically demonstrate effective, systematic approaches responsive to the basic requirements of most Criteria Items, although there are still areas or work units in the early stages of deployment.  Key processes are beginning to be systematically evaluated and improved.
  • Results are reported for several areas responsive to the basic Criteria requirements and the accomplishment of the organization’s mission.  Some of these results demonstrate good performance levels.  The use of comparative and trend data is in the early stages.
  • The organization’s combined Process and Results Scoring Band is 5 or above.​

Foundation of Excellence (for Application Tiers 1 -3):

​The organization is recognized for participating in the awards process. 

  • Organizations recognized at this level typically demonstrate effective, systematic approaches responsive to the basic questions of the Criteria, but some areas or work units are in the early stages of deployment.  The organization has developed a general improvement orientation that is forward looking.
  • Results are reported for several areas responsive to the basic Criteria requirements and the accomplishment of the organization’s mission.  Some of these results demonstrate good performance levels.  The use of comparative and trend data is in the early stages.
  • Feedback is either not scored (Application Tier 1) or the organization’s combined Process and Results Scoring band is 4 or less for Application Tiers 2 and 3..
